States Times Review chose use a sensational headline to mislead its readers who only read their headlines.

MOH did not mention “without consent”. In States Times Review article which they copied from the Straits Times, the police must confirm that the next of kin or proper claimant is untraceable and approval must be sought from the State Coroner. How is this “without consent”?
